LIMITATION ON INSTITUTIONAL CARE

SEC. 249D. Section 121(b) of the Social Security Amendments of 1965 is amended by adding at the end thereof the following new ^j use U96b sentence: "After the date of enactment of the Social Security Amend- note. ments of 1972, Federal matching shall not be available for any portion of any payment by any State under title I, X, X IV, or X VI, 42 or part A of title IV, of the Social Security Act. for or on account 1201,use 301, 1351, 1381, of any medical or any other type of remedial care provided by an 601. institution to any individual as an inpatient thereof, in the case of any State which has a plan approved under title X IX of such Act, 42 USC 1396. if such care is (or could be) provided under a State plan approved under title X IX of such Act by an institution certified under such title X IX. ". DETERMINING ELIGIBILITY FOR ASSISTANCE UNDER TITLE XIX FOR CERTAIN INDIVIDUALS

SEC. 249E. For purposes of section 1902(a) (10) of the Social Security Act any individual who, for the month of August 1972, was eligible for or receiving aid or assistance under a State plan approved under title I, X, X IV, or X VI, or part A of title IV of such Act and who for such month was entitled to monthly insurance benefits under title II of such Act shall be deemed to be eligible for such aid or assistance for any month thereafter prior to October 1974 if such individual would have been eligible for such aid or assistance for such month had the increase in monthly insurance benefits under title II of such Act resulting from enactment of Public Law 92-336 not been applicable to such individual.

SEC. 249F. (a) The heading to title X I of the Social Security Act is amended by striking out

DECLARATION OF PURPOSE

"SEC. 1151. I n order to promote the effective, efficient, and economical delivery of health care services of proper quality for which payment may be made (in whole or in part) under this Act and in recognition of the interests of patients, the public, practitioners, and providers in improved health care services, it is the purpose of this part to assure, through the application of suitable procedures of professional standards review, that the services for which payment may be made under the Social Security Act will conform to appropriate professional standards for the provision of health care and that payment for such services will be made—
