(b) If an institution of higher education determines, after affording notice and opportunity for hearing to an individual attending, or employed by, such institution, that such individual has willfully refused to obey a lawful regulation or order of such institution after the date of enactment of this Act, and that such refusal was of a serious nature and contributed to a substantial disruption of the administration of such institution, then such institution shall deny, for a {)eriod of two years, any further payment to, or for the direct benefit of, such individual under any ot the programs authorized by the National Aeronautics and Space Act of 1958, the funds for which are authorized pursuant to this Act. (c)(1) Nothing in this Act shall be construed to prohibit any institution of higher education from refusing to award, continue, or extend any financial assistance under any such Act to any individual because of any misconduct which in its judgment bears adversely on his fitness for such assistance. (2) Nothing in this section shall be construed as limiting or prejudicing the rights and prerogatives of any institution of higher education to institute and carry out an independent, disciplinary proceeding pursuant to existing authority, practice, and law. (3) Nothing in this section shall be construed to limit the freedom of any student to verbal expressions of individual views or opinions. SEC. 7. AN ACT To amend the Public Health Service Act to designate the National Institute of Arthritis and Metabolic Diseases as the National Institute of Arthritis, Metabolism, and Digestive Diseases, and for other purposes. Be it eimcted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) part D of title IV of the Public Health Service Act is amended by adding after section 433 the following new section:

Membership.

"SEC. 434. (a) The Research Institute on Arthritis, Rheumatism, and Metabolic Diseases established under section 431(a) is designated the 'National Institute of Arthritis, Metabolism, and Digestive Diseases', and the Advisory Council established under section 432 to advise the Secretary with respect to the activities of the Institute is designated the 'National Arthritis, Metabolism, and Digestive Diseases Advisory Council'. There shall be in the Institute an Associate Director for Digestive Diseases. " (b) There is established in the National Arthritis, Metabolism, and Digestive Diseases Advisory Council a committee to advise the Director of the Institute respecting the activities of the Institute concerning digestive diseases. The committee shall be composed of those members of the Advisory Council who are outstanding in the diagnosis, prevention, and treatment of digestive diseases. The committee shall review applications made to the Director for grants for research projects relating to the diagnosis, prevention, and treatment of digestive diseases and shall recommend to the Director for approval those applications and contracts which the committee determines will best carry out the purposes of this part.
