SEC. 102. Section 15(a) of the Act entitled "An Act to provide certain basic authority for the Department of State", approved August 1, 1956, as amended by section 407 of the Foreign Assistance Act of 1971 j^22 U.S.C. 2680), is amended by adding at the end thereof the following new sentence: "The provisions of this subsection shall not apply to, or affect in any manner, permanent appropriations, trust funds, and other similar accounts administered by the Department as authorized by law.". SEC. 103. (a)(1) The first section of the Act of May 26, 1949, as amended (22 U.S.C. 2652), is amended to read as follows: "That there shall be in the Department of State, in addition to the Secretary of State, a Deputy Secretary of State, an Under Secretary of State for Political Affairs, an Under Secretary of State for Economic Affairs, a Deputy Under Secretary of State, and eleven Assistant Secretaries of State." (2) Section 2(b) of the Act of May 26, 1949, as amended (22 U.S.C. 2652), Is repealed. (b) The duties of the Under Secretary of State are transferi-ed to the Deputy Secretary of State. The individual holding, on the date of enactment of this Act, the office of the Under Secretary of State may assume the duties of the Deputy Secretary of State. The individual assuming such duties shall not be required to be reappointed by reason of the enax?tment of this section. SEC. 104. Chapter 53 of title 5, United States Code, is amended as follows: (1) Section 5313(2) is amended to read as follows: "(2) Deputy Secretary of State." ^2) Section 5314(9) is amended by striking out "or" before "Under Secretary of State for Economic Affairs" and inserting in lieu thereof "and".
