For an additional amount for "Salaries and expenses", $1,500,000: Provided, That of the amount heretofore and herein appropriated for "Salaries and expenses" for the current fiscal year, the limitation for personal services as authorized by title 5, United States Code, section 3109, at such per diem rates for individuals, as the President may specify, and other personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service is $3,850,000 and the limitation on travel is $100,000. SALARIES AND EXPENSES

For necessary expenses of the Federal Energy Office established by Executive Order Numbered 11T48, dated December 4, 1973, including hire of passenger motor vehicles, reimbursements to the Emergency F u n d of the President for allocations to the Office, and services as authorized by title 5, United States Code, section 3109, but at rates for individuals not to exceed the per diem equivalent of the rate for grade GS-18, $9,360,000. For an additional amount for "Public Buildings Service, Operating expenses", $90,400,000, of which not to exceed $400,000 shall be available for expenses in connection with preparation of environmental impact statements pertaining to any structure or structures contemplated by Public Law 89-547.
