Appropriations to the Forest Service for the current fiscal year shall be available for: (a) purchase of not to exceed three hundred eight passenger motor vehicles of which two hundred sixty-two shall be for replacement only, and hire of such vehicles; operation and maintenance of aircraft and the purchase of not to exceed four for replacement only; (b) employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $100,000 for employment under 5 U.S.C. 3109; (c) uniforms, or allowances therefor, as authorized by law (5 U.S.C. 5901-5902); (d) purchase, erection, and alteration of buildings and other public improvements (7 U.S.C. 2250); (e) expenses of the National Forest Eeservation Commission as authorized by section 14 of the Act of March 1, 1911 (16 U.S.C. 514); (f) acquisition of land and interests therein for sites for administrative and not to exceed $75,000 for research purposes, pursuant to the Act of August 3, 1956 (7 U.S.C. 428a): Provided, That this limitation shall not apply to research acquisition at Madison, Wisconsin; (g) expenses incident to acquisition by donation of land, waters, or interests in land or waters, pursuant to the Act of August 3, 1956 (7 U.S.C. 428a); and (h) not to exceed $100,000 for expenses pursuant to the Volunteers in the National Forests Act of 1972 (16 U.S.C. 658a, 558d, 558a note). Except to provide materials required in or incident to research or experimental work where no suitable domestic product is available, no part of the funds appropriated to the Forest Service shall be
