For expenses, not otherwise provided for, necessary to alter public buildings pursuant to the Public Buildings Act of 1959, as amended (40 U.S.C". 601-615), and to alter other federally owned buildings, including grounds, approaches and appurtenances, wharves and piers, together with the necessary dredging adjacent thereto; and care and safeguarding of sites; preliminary planning of projects by contract or otherwise; maintenance, preservation, demolition, and equipment; to remain available until expended, $82,000,000, to be derived by transfer from the appropriation "Public Buildings Service, Operating Expenses": Provided, That for the purposes of this appropriation, buildings constructed pursuant to the Public Buildings Purchase Contract Act of 1954 (40 U.S.C. 356) and the Public Buildings Amendments of 1972 (86 Stat. 216), and buildings under the control of another department or agency where alteration of such buildings is required in connection with the moving of such other department or agency from buildings then, or thereafter to be, under the control of General Services Administration shall be considered to be public buildings: Provided further, That none of the funds made available under this head shall be available for the acquisition of unimproved real property or real property having improvements of negligible value for Government purposes. CONSTRUCTION, PUBLIC BUILDINGS PROJECTS

For an additional amount for expenses, not otherwise provided for, for construction, pursuant to the Public Buildings Act of 1959, as amended (40 U.S.C. 601-615), in addition to the sums heretofore appropriated for such projects, $2,572,000, as follows: Border Station, Alaska Highway, Alaska, $732,000; courthouse and Federal office building, Fayetteville, Arkansas, $140,000; Border Station, San Diego, California, $1,100,000; and Federal office building, Buffalo, New York, $600,000; to remain available until expended: Provided, That the foregoing limits of costs may be exceeded to the extent that savings are effected in other projects, but by not to exceed 10 per centum: Provided further, That the appropriation granted under this heading for fiscal year 1973 in the amount of $203,312,000 shall revert to the Treasury.
