To carry out titles VI and IX, sections 314(a) through 314(c), and except as otherwise provided, sections 301, 304, 311, 402(a)(7), 403(a) (1) and 433(a) of the Public Health Service Act; $388,520,000, of wMch $197,200,000 shall be available until June 30, 1976 for grants pursuant to section 601 of the Public Health Service Act for the construction or modernization oi medical lacilities. For carrying out, except as otherwise provided, sections 225, 301, 310, 311, 314(d), 314(e), 317, 321, 322, 324, 326, 328, 329, 331, 332, 502, 504, title X of the Public Health Service Act, the Act of August 8, 1946 (5 U.S.C. 7901), section 1010 of the Act of July 1, 1944 (33 U.S.C. 763c), section 1 of the Act of July 19, 1963 (42 U.S.C. 253a), and title V of the Social Security Act, $853,280,000, of which $1,200,000 shall be avuilable only for payments to the State of Hawaii for care and treatment of persons afflicted with leprosy: Provided, That any allotment to a State pursuant to section 503(2) or 504(2) of the Social Security Act shall not be included in computing for the purposes of subsections (a) and (b) of section 506 of such Act an amount expended or estimated to be expended by the State: Provided further, That when the Health Services and Mental Health Administration operates an employee health program for any Federal department or agency, payment for the estimated cost shall be made by way of reimbursement or in advance to this appropriation: Provided further, That in addition, $5,419,000 may be transferred to this appropriation as authorized by section 201(g)(1) of the Social Security Act, from any one or all of the trust funds referred to therein: Provided further, That $15,000,000 of the funds contained in this appropriation for Public Health Service hospitals shall remain available until expended.
