Section 601 of the Older Americans Act of 1965 is amended 83 Stat. iiu by adding at the end thereof the following new subsection: " (d) Notwithstanding any other provision of law, no compensation provided to individual volunteers under this part shall be considered income for any purpose whatsoever." SEC. 602. Section 603 of the Older Americans Act of 1965 is amended 42 USC 3044a. by inserting immediately before the period at the end thereof the following: "and $15,000,000 for the fiscal year ending June 30, 1973, $17,500,000 for the fiscal year ending June 30, 1974, and $20,000,000 for the fiscal year ending June 30, 1975". SEC. 603. (a) The heading of part B of title VI of the Older Americans Act of 1965 is amended to read as follows: "FOSTER

GRANDPARENT

PROGRAM

AND

OLDER

AMERICANS

COMMUNITY

SERVICE P R O G R A M S ".

(b) Section 611 of such Act is amended to read as follows: 86^s\'at 705 "SEC. 611. (a) The Commissioner is authorized to make grants to 42 USC 3044b. or contracts with public and nonprofit private agencies and organizations to pay part or all of the cost of development and operation of projects designed to provide opportunities for low-income persons aged sixty or over to render supportive person-to-person services in health, education, welfare, and related settings to children having exceptional needs, including services as 'Foster Grandparents' to children receiving care in hospitals, homes for dependent and neglected children, or other establishments providing care for children with special needs. "(b) The Commissioner is also authorized to make grants or contracts to carry out the purposes described in subsection (a) in the case of persons (other than children) having exceptional needs, including services as 'senior health aides' to work w-ith persons receiving home health care and nursing care, and as 'senior companions' to persons having developmental disabilities. "(c) Payments under this part pursuant to a grant or contract may Advance paybe made (after necessary adjustment on account of previously made ™^'^*^overpayments or underpayments) in advance or by way of reimbursement, in such installments and on such conditions as the Commissioner may determine.
