"Administrative and other expenses", $119,000, to be derived by transfer from other appropriations under the heading Economic assistance, fiscal year 1974; DEPARTMENT OF AGRICULTURE "Office of the Secretary", $683,000; "Office of the Inspector General", $989,000, and in addition, $284,000 shall be derived by transfer from the appropriation, "Food stamp program" and merged with this appropriation; "Office of the General Counsel, $572,000; "Office of Management Services", $308,000; "Agricultural Research Service", $12,353,000; "Animal and Plant Health Inspection Service", $17,651,000; "Cooperative State Research Service", $148,000, to be derived by transfer from the appropriation "Salaries and expenses".
