For payment of Government contributions with respect to retired employees, as authorized by chapter 89 of title 5, United States Code, 5 USC 8901 et and the Eetired Federal Employees Health Benefits Act, (74 Stat. ^^1849), as amended, $338,650,000. For "Government payment for annuitants, employees health benefits" for the period July 1, 1976, through September 30, 1976, $94,437,000. P A Y M E N T TO CIVIL SERVICE RETIREMENT AND DISABILITY F U N D

For financing the unfunded liability of new and increased annuity benefits becoming effective on or after October 20, 1969, as authorized by 5 TJ.S.C. 8348, and annuities under special acts, to be credited to the Civil Service retirement and disability funds, $1,280,970,000: Provided, That annuities authorized by the Act of May 29, 1944, as amended 33 USC 776. (2 CZ.C. 181) and the Act of August 19, 1950, as amended (33 U.S.C. 771-775) may hereafter be paid out of the Civil Service retirement and disability fund. For "Payment to civil service retirement and disability fund" for annuities under special acts for the period July 1, 1976, through September 30, 1976, $245,000. FEDERAL LABOR RELATIONS COUNCIL SALARIES AND EXPENSES

For expenses necessary to cany out functions of the Civil Service Commission under Executive Order No. 11491 of October 29, 1969, as amended, $1,150,000: Provided, That public members of the Federal 5 USC 7301 note. Service Impasses Panel may be paid travel expenses per diem in lieu of subsistence, as authorized by law (5 U.S.C. 5703) for persons employed intermittently in the Government Service, and compensation as authorized by 5 U.S.C. 3109. For "Salaries and expenses" for the period of July 1, 1976, through September 30, 1976, $278,000. INTERGOVERNMENTAL PERSONNEL ASSISTANCE

For grants to improve State and local personnel administration, as authorized by the Intergovernmental Personnel Act of 1970, 42 USC 4701 $15,000,000, to remain available until expended. note. For "Intergovernmental personnel assistance" for the period July 1, 1976, through September 30, 1976, $4,000,000, to remain available until expended. COMMISSION ON FEDERAL PAPERWORK SALARIES AND EXPENSES
