SEC. 303. Chapter 1 of part I of the Foreign Assistance Act of 1961 is amended by a d d i n g after section 103 the following new section: " SEC. 103A. AGRICULTLTRAL RESEARCH.—Agricultural research car-

ried out under this Act shall (1) take account of the special needs of small farmers in the determination of research priorities, (2) include research on the interrelationships among technology, institutions, and economic, social, and cultural factors affecting small-farm agriculture, and (3) make extensive use of field testing to a d a p t basic research to local conditions. Special emphasis shall be placed on disseminating research results to the farms on which they can be p u t to use, and especially on institutional and other arrangements needed to assure that small farmers have effective access to both new and existing improved technology.". SEC. 304. Section 101 of the Foreign Assistance Act of 19G1 is amended— (1) by inserting " (a) " immediatelv before "In ": (2) by inserting "$243,100,000 for the fiscal year 1976 and $275,600,000 for the fiscal year 1977," immediately after "1975,"; (3) by adding at the end thereof the following new sentence: "Not less than 67 percent of the funds made available under this section for any fiscal year shall be used for population planning, either in separate programs or as an element of health programs."; and (4) by adding at the end thereof the following new subsection: "(b) Assistance provided under this section shall be used primarily for extension of low-cost, integrated delivery systems to provide health and family planning services, especially to rural areas and to the poorest economic sectors, using paramedical and auxiliary medical personnel, clinics and health posts, commercial distribution systems, and other modes of community outreach; health programs which emphasize disease prevention, environmental sanitation, and health education; and population planning programs which include education in
