Be it etmcted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Department of the Interior and related agencies for the fiscal year ending September 30, 1977, and for other purposes, n a m e l y:

TITLE I—DEPARTMENT OF THE INTERIOR LAND AND AVATER RESOURCES B U R E A U OF L A N D

MANAGEMENT

MANAGEMENT OF LANDS AND RESOURCES

For expenses necessary for protection, use, improvement, development, disposal, cadastral surveying, classification, and performance of other functions, as authorized by law, in the management of lands and their resources under the jurisdiction of the Bureau of L and Management, $223,829,000. CONSTRUCTION AND MAINTENANCE

For acquisition, construction and maintenance of buildings, a p p u r t e n a n t facilities, and other improvements, and maintenance of access roads, $10,160,000, to remain available until expended. PUBLIC LANDS DEVELOPMENT ROADS AND TRAILS CONTRACT AUTHORITY)

(LIQUIDATION OF

For liquidation of obligations incurred pursuant to authority contained in title 23, United States Code, section 203, $5,000,000, to remain available until expended: Provided, That $13,900,000 of unobligated balances of contract authority provided by the Federal-Aid H i g h w a y Act of 1973 ( P. L. 93-87) and proposed to be unobligated as of Sep- 23 USC 101 note. tember 30, 1977, is hereby rescinded effective October 1, 1976. OREGON AND CALIFORNIA GRANT LANDS

For expenses necessary for management, protection, and development of resources and for construction, operation, and maintenance of access roads, reforestation, and other improvements on the revested Oregon and California Railroad g r a n t lands, on other Federal lands in the Oregon and California land-grant counties of Oregon, and on adjacent rights-of-way; and acquisition of rights-of-way and of existing connecting roads on or adjacent to such lands; an amount equivalent to 25 per centum of the aggregate of all receipts during the current fiscal year from the revested Oregon and California Railroad g r a n t lands, to remain available until expended: Provided,
