For payment of obligations incurred in c a r r y i n g out the provisions of title 23, United States Code, section 402, administered by the Federal H i g h w a y Administration, to remain available until expended, $26,820,000 of which $20,320,000 shall be derived from the H i g h w a y T r u s t F u n d: Provided, That not to exceed $556,000 of the amount appropriated herein shall be available for "Limitation on general operating expenses".
