PUBLIC LAW 94-265—APR. 13, 1976 (6) Conservation and management measures shall take into account and allow for variations among, and contingencies in, fisheries, fishery resources, and catches. (7) Conservation and management measures shall, where practicable, minimize costs and avoid unnecessary duplication. (b) GUIDELINES.—The Secretary shall establish guidelines, based on the national standards, to assist i n the development of fishery management plans. SEC. 302. REGIONAL FISHERY MANAGEMENT COUNCILS.

(a) ESTABLISHMENT.—There shall be established, within 120 days 16 USC 1852. after the date of the enactment of this Act, eight Kegional Fishery Establishment. Management Councils, as follows: (1) N E W ENGLAND COUNCIL.—The New E n g l and Fishery Management Council shall consist of the States of Maine, New H a m p s h i r e, Massachusetts, Rhode Island, and Connecticut and shall have authority over the fisheries in the Atlantic Ocean seaw a r d of such States. The New E n g l and Council shall have 17 voting members, including 11 appointed by the Secretary pursuant to subsection (b)(1)(C) ( a t least one of whom shall be appointed from each such State). (2) MID-ATLANTIC COUNCIL.—The Mid-Atlantic F i s h e r y M a n agement Council shall consist of the States of New York, New Jersey, Delaware, Pennsylvania, Maryland, and Virginia and shall have authority over the fisheries in the Atlantic Ocean seaward of such States. The Mid-Atlantic Council shall have 19 voting members, including 12 appointed by the Secretary pursuant to subsection (b)(1)(C) (at least one of whom shall be appointed from each such State). (3) S O U T H ATLANTIC COUNCIL.—The S o u t h A t l a n t i c F i s h e r y

Management Council shall consist of the States of North Carolina, South Carolina, Georgia, and Florida and shall have authority over the fisheries in the Atlantic Ocean seaward of such States. The South Atlantic Council shall have 13 voting members, including 8 appointed by the Secretary pursuant to subsection (b)(1) (C) ( a t least one of whom shall be appointed from each such State). (4)

CARIBBEAN COUNCIL.—The Caribbean F i s h e r y

ment Council shall consist of the Virgin Islands and the Commonwealth of P u e r to Rico and shall have authority over the fisheries in the Caribbean Sea and Atlantic Ocean seaward of such States. The Caribbean Council shall have 7 voting members, including 4 appointed by the Secretary pursuant to subsection (b)(1)(C) ( a t least one of whom shall be appointed from each such State). (5) G U L F COUNCIL.—The Gulf of Mexico Fishery Management Council shall consist of the' States of Texas, Louisiana, Mississippi, Alabama, and Florida and shall have authority over the fisheries in the Gulf of Mexico seaward of such States. The Gulf Council shall have 17 voting members, including 11 appointed by the Secretary pursuant to subsection (b)(1)(C) (at least one of whom shall be appointed from each such State). (6)
