TITLE II—DEPARTMENT OF HEALTH, EDUCATION, AND W E L F A R E HEALTH SERVICES ADMINISTRATION H E A L T H SERVICES

For carrying out, except as otherwise provided, titles III, V, X I, X II, and X III of the Public Health Service Act, the Act of August 8, 1946 (5 U.S.C. 7901), section 1 of the Act of July 19, 1963 (42 U.S.C. 253a), section 108 of Public Law 93-353, and titles V and X I of the Social Security Act, $557,693,000, of which $1,200,000 shall be available only for payments to the State of Hawaii for care and treatment of persons afflicted with leprosy: Provided, That any amounts received by the Secretary in connection with loans and loan guarantees under title X III and any other property or assets derived by him from his operations respecting such loans and loan guarantees, including any money derived from the sale of assets, shall be available to the Secretary without fiscal year limitation for direct loans and loan guarantees, as authorized by said title X III, in addition to funds specifically appropriated for that purpose: Provided further. That this appropriation shall be available for payment of the costs of medical care, related expenses, and burial expenses, hereafter incurred, by or on behalf of any person who has participated in the study of untreated syphilis initiated in Tuskegee, Alabama, in 1932, in such amounts and subject to Fuch terms and conditions as prescribed by the Secretary of Health, Education, and Welfare, and for payment, in such amounts and subject to such terms and conditions, of such costs and expenses hereafter incurred by or on behalf of such person's wife or offspring determined by the Secretary to have suffered injury or disease from syphilis contracted from such person: Provided further,. That when the Health Services Administration operates an employee health program for any Federal department or agency, payment for the estimated cost shall be made by way of reimbursement or in odA^ance to this appropriation: Provided further, That in addition, $26,671,000 may be transferred to this appropriation as authorized by section 201(g)(1) of the Social Security Act, from any one or all of the trust funds referred to therein. For "Health services" for the period July 1, 1976, through September 30, 1976, $135,126,000: Provided, That not to exceed $7,021,000 may be transferred and expended as authorized by section 201(g)(1) of the Social Security Act, from any one or all of the trust funds referred to therein: Provided further, That any amounts received by the Secretary in connection with loans and loan guarantees under title X III and any other property or assets derived by him from his operations respecting such loans and loan guarantees, including any money derived from the sale of assets, shall be available to the Secretary
