For an additional amount for "Health resources" $4,000,000 to remain available until expended for the construction of a medical facility under section 305(b)(3) of the Public Health Service Act without regard to the requirements of section 308. For carrying out titles IX and XV of the Public Health Service Act, $22,500,000, to be derived by transfer from funds appropriated under this head in Public Law 94-206 for carrying out title X VI of the Public Health Service Act: Provided, That $10,000,000 for carrying out title IX shall remain available until expended, notwithstanding the limitations of section 5(a)(2) of Public Law 93-641: Provided further, That the appropriation under this head in Public Law 94-206 for fiscal year 1976 is hereby amended by repealing the second proviso and by striking out "$100,000,000 for Title X VI " and inserting in lieu thereof "$51,760,000 for Title XVI." For an additional amount for "Elementary and secondary education", $8,000,000, to remain available through September 30, 1976, for carrying out Title VII of the Education Amendments of 1974 ($6,800,000) and section 721(b)(3) of the Elementary and Secondary Education Act ($1,200,000). For an additional amount for "Elementary and secondary education" to carry out section 842 of Public Law 93-380 for the period July 1, 1976, through September 30, 1976, $3,000,000. For an additional amount for "School assistance in Federally aflPected areas", $24,000,000, to remain available until expended only for payments under subparagraphs (A), (B), (C), and (D) of section 305 of the Education Amendments of 1974. Funds appropriated under this heading in the Education Division and Related Agencies Appropriation Act, 1976. Funds appropriated under this heading in that Appropriation Act for the period July 1, 1976, through September 30, 1976, shall be available only for payments under section 6 of title I of the Act of September 30, 1950 (not to exceed $15,000,000), for the period July 1, 1976, through September 30, 1976, and for payments under subparagraphs (A), (B), (C), and (D) of section 305 of the Education Amendments of 1974 for the fiscal year ending June 30, 1976.
