For "Limitation on salaries and expenses" for the period July 1, 1976, through September 30, 1976, $629,900,403 may be expended as 42 USC 401. authorized by section 201(g)(1) of the Social Security Act, from any 42 USC 421 note, one or all of the trust funds referred to therein: Provided, That such amounts as are required shall be available to pay travel expenses either on an actual cost or commuted basis, to an individual for travel incident to medical examinations, and to parties, their representatives and all reasonably necessary witnesses for travel within the United States, " ' • Puerto Rico, and the Virgin Islands to reconsideration interviews and to proceedings before administrative law judges under titles II, XVI, and X VIII of the Social Security Act: Provided further.
