(e) In order to carry out the provisions of article X of Supplementary Agreement Number 7 (relating to lease and purchase of aircraft), the proceeds from the lease of aircraft to Spain under that article shall be available only for appropriation for the purchase of aircraft by the United States for the purposes of that article. SEC. 3. The authorities contained in this Act shall become effective Effective date, only upon such date as the treaty enters into force and shall continue in effect only so long as the treaty remains in force. Approved October 18, 1976.
