Of the funds appropriated or made available pursuant to this Act, not to exceed $96,000 shall be for representation allowances of the Agency for International Development during fiscal year 1978: Provided, That appropriate steps shall be taken to assure that, to the maximum extent possible. United States-owned foreign currencies are utilized in lieu of dollars. SEC. 111. Of the funds appropriated or made available pursuant to this Act, not to exceed $73,900 shall be for entertainment expenses relating to the Military Assistance Program, International Military Education and Training, and Foreign Military Credit Sales during fiscal year 1978: Promaed^ That appropriate steps shall be taken to assure that, to the maximum extent possible. United States-owned foreign currencies are utilized in lieu of dollars. SEC. 112. None of the funds appropriated or made available (other than funds for "International organizations and programs") pursuant to this Act for carrying out the Foreign Assistance Act of 1961, as amended, may be used to finance the export of nuclear equipment, fuel, or technology or to provide assistance for the training of foreign nationals in nuclear fields. SEC. 113. Funds appropriated by this Act may not be obligated or expended to provide security assistance to any country for the purpose of aiding directly the efforts of the government of such country to repress the legitimate rights of the population of such country contrary to the Universal Declaration of Human Eights. SEC. 114. None of the funds appropriated or made available pursuant to this Act shall be obligated or expended to finance directly any assistance to Mozambique or Angola. SEC. 115. None of the funds made available by this Act may be obligated under an appropriation account to which they were not appropriated without the written prior approval of the Appropriations Committees of both Houses of the Congress.

TITLE II—FOREIGN MILITARY CREDIT SALES FOREIGN MILITARY CREDIT SALES
For expenses not otherwise provided for, necessary to enable the President to carry out the provisions of sections 23 and 24 of the Arms Export Control Act, $675,850,000: Provided, That of the amount provided for the total aggregate credit sale ceiling during the current fiscal year, not less than $1,000,000,000 shall be allocated to Israel.
