rpQ rescind certain budget authority contained in the message of the President of July 19, 1977 (H. Doc. 95-188), transmitted pursuant to the Impoundment Control Act of 1974. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following rescissions of budget authority proposed in the message of the President of July 19, 1977 ( H. Doc. 95-188), are made pursuant to the Impoundment Control Act of 1974, namely:
