For necessary expenses in connection with Federal records management and related activities, as provided by law, including reimbursement for security guard services, contractual services incident to movement or disposal of records, and acceptance and utilization of voluntary and uncompensated services, $74,000,000, of which $4,000,000 for allocations and grants for historical publications and records as authorized by 44 U.S.C. 2504, as amended, shall remain available until expended. For expenses necessary for the review and declassification of documents, and related records management activities, pursuant to 44 U.S.C. 2104, 2108, and 2904 and implementing provisions of Executive Order 11652, directives issued pursuant thereto, and other applicable 50 USC 401 note, authorities, including expenses not otherwise provided for, and acceptance and utilization of voluntary and uncompensated services, $1,565,000. AUTOMATED DATA AND TELECOMMUNICATIONS SERVICE OPERATING E X P E N S E S

For expenses, not otherwise provided for, necessary for carrying out Government-wide responsibilities relating to automated data management, telecommunications and related activities, as authorized by law, including services as authorized by 5 U.S.C. 3109, $8,500,000. FEDERAL PREPAREDNESS AGENCY SALARIES AND EXPENSES

For expenses necessary for emergency preparedness functions, including activities authorized by 50 U.S.C. 404(b)(3), and 50 U.S.C. App. 2251-2297, and the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98-98h), section 104(b) of the Agricultural Trade Development and Assistance Act of 1954 (68 Stat. 456, as amended by 73 Stat. 607), and the Defense Production Act of 1950, as amended 7 USC 1704. (50 U.S.C. 2061-2166), including services as authorized by 5 U.S.C. 50 USC app. 3109 and expenses of attendance of cooperating officials and individuals 2061. at meetings concerned with the work of emergency planning, and the provision of transportation in connection with the continuity of Government program, to the same extent and in the same manner as permitted the Secretary of a military department under 10 U.S.C. 2632. $39,245,000.
