SEC. 310. (a) As a separate part of the annual report submitted under section 15(a) of the Federal Nonnuclear Energy Kesearch and Development Act of 1974 with respect to the comprehensive plan and program then in effect under section 6(a) and (b) of such Act, the Secretary of Energy shall submit to Congress an annual report of activities under this title. Such report shall include— (1) a current comprehensive program definition for implementing this title; (2) an evaluation of the state of automobile propulsion system research and development in the United States; (3) the number and amount of contracts and grants made under this title; (4) an analysis of the progress made in developing advanced automobile propulsion system technology; and (5) suggestions for improvements in advanced automobile propulsion system research and development, including recommendations for legislation. (b) The Secretary of Energy shall conduct a survey of developers. lending institutions, and other appropriate persons or institutions and shall otherwise make a study for the purpose of determining whether, and under what conditions, research, development, demonstration, and commercial availability of advanced automobile propulsion system technology may be aided by the guarantee of financial obligations by the Federal Government. The Secretary of Energy shall report the results of such survey and study to the Congress within 1 year after the date of enactment of this Act. Such report shall include an examination of those stages of advanced automobile propulsion system technology research, development, demonstration, and commercialization for which financial obligation guarantees may be useful or appropriate and shall contain such legislative recommendations as may be necessary.

AMENDMENT OF THE NATIONAL AERONAUTICS AND SPACE ACT

SEC. 311. (a) Section 102 of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451) is amended by redesignating subsection (e) as subsection (f), and by inserting immediately after subsection (d) the following new subsection: "(e) The Congress declares that the general welfare of the United States requires that the unique competence in scientific and engineering systems of the National Aeronautics and Space Administration also be «., - ,..,..; directed toward the development of advanced automobile propulsion systems. Such development shall be conducted so as to contribute to the achievement of the purposes set forth in section 302(b) of the Automotive Propulsion Research and Development Act of 1978.". ^n^«. P- 78. --i (b) The subsection of section 102 of such Act redesignated as subsection (f) by subsection (a) of this section is amended by striking out '. s.: > i; "and (d) " and inserting in lieu thereof " (d), and (e)".
