For necessary expenses for carrying out the provisions of section 104(b)(5) of the Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. 1704), to remain available until expended, $3,860,100, of which $3,603,500 shall be available only for payments in any foreign currencies owed to or owned by the United States which the Treasury Department shall determine to be excess to the normal requirements of the United States. ADMINISTRATIVE PROVISIONS
SEC. 201. Appropriations in this Act available to the Library of Congress for salaries shall be available for expenses of personnel security and suitability investigations of L i b r a r y employees; special and temporary services (including employees engaged by day or hour or in piecework); and services as authorized by 5 U.S.C. 3109. SEC. 202. Not to exceed fifteen positions in the L i b r a r y of Congress may be exempt from the provisions of appropriation acts concerning the employment of aliens during the current fiscal year, b u t the Librarian shall not make any appointment to any such position until he has ascertained that he cannot secure for such appointments a person in any of the categories specified in such provisions who possesses the special qualifications for the particular position and also otherwise meets the general requirements for employment in the Library of Congress. SEC. 203. Funds available to the Library of Congress may be expended for contracting on behalf of and h i r i n g alien employees for the L i b r a r y of Congress under compensation plans comparable to those authorized by section 444 of the Foreign Service Act of 1946,
