States, as it existed prior to amendment by this Act, for a violation Ante, p. 1480. which occurred before the effective date of this Act, may be initiated or continued to conclusion as though such section had not been amended by this Act. (c) If a provision of this Act or the application of such provision 33 USC 1221 to any person or circumstances shall be held invalid, the remainder of ^°^the Act and the application of such provision to persons or circumstances other than those to which it is held invalid shall not be affected thereby.
