ASSISTANCE

For expenses necessary to carry out the provisions of the Migration and Refugee Assistance Act of 1962 (Public Law 87-510), relating to aid to Cuban refugees within the United States, including hire of passenger motor vehicles, and the Indochina Migration and Refugee Assistance Act of 1975, as amended, $155,300,000: Provided, That $7,500,000 of the foregoing amount shall be apportioned for the purposes of the special projects authorized by section 2(c) of the Indochina Migration and Refugee Assistance Act of 1975, as amended, to be admin stered primarily by the private voluntary resettlement agencies. LIMITATION ON ADMINISTRATIVE EXPENSES

For necessary expenses, not more than $2,234,587,000 may be expended as authorized by section 201(g)(1) of the Social Security 42 USC 401. Act, from any one or all of the trust funds referred to therein: 42 USC 421 note. Provided, That such amounts as are required shall be available to pay travel expenses either on an actual cost or commuted basis, to an individual for travel incident to medical examinations, and to parties, their representatives and all reasonably necessary witnesses for travel within the United States, Puerto Rico, and the Virgin Islands, to reconsider interviews and to proceedings before administrative law 42 USC 401, judges under title II, X VI, and X VIII of the Social Security Act: 1381, 1395. Provided further, That $25,000,000 of the foregoing amount shall be apportioned for use pursuant to section 3679 of the Revised Statutes 31 USC 665. (31 U.S.C. 66), only to the extent necessary to process workloads not anticipated in the budget estimates and to meet mandatory increases in costs of agencies or organizations with which agreements have been made to participate in the administration of titles X VI and X VIII 42 USC 421. and section 221 of the Social Security Act, and after maximum absorption of such costs within the remainder of the existing limitations has been achieved: Provided further, That $14,800,000 authorized herein shall be available only for acquisition of sites, construction and equipment of facilities and for payments of principal, interest, taxes and any other obligations under contracts entered into pursuant to the 40 USC 356 note.
