" (b) Whenever the Secretary finds a claim for damages to persons or property resulting from the operation of the J o b Corps to be a proper charge against the United States, and it is not cognizable under section 2672 of title 28, United States Code, the Secretary is authorized to adjust and settle it in an amount not exceeding $1,500. " (c) Personnel of the uniformed services who are detailed or assigned to duty in the performance of agreements made by the Secretary for the support of the Corps shall not be counted in computing strength under any law limiting the strength of such services or in computing the percentage authorized by law for any grade in such services. u SPECIAL PROVISIONS

" SEC. 466. (a) The Secretary shall immediately take steps to achieve an enrollment of 50 percent women in the J o b Corps consistent with (1) efficiency and economy in the operation of the program, (2) sound administrative practice, and (3) the socioeconomic, educational, and t r a i n i n g needs of the population to be served. " (b) The Secretary shall assure that all studies, evaluations, proposals, and data produced or developed with Federal funds in the course of the J o b Corps program shall become the property of the United States. " (c) Transactions conducted by private for-profit contractors for flob Corps centers which they are operating on behalf of the Secretary shall not be considered as generating gross receipts. ii

GENERAL PROVISIONS

" SEC. 467. The Secretary is authorized to— " (1) disseminate, with regard to the provisions of section 4154 of title 39, United States Code, data and information in such forms as the Secretary shall deem appropriate, to public agencies, private organizations, and the general public; " (2) collect or compromise all obligations to or held by the Secretary and all legal or equitable rights accuring to the Secretary in connection with the payment of obligations until such time as such obligations may be referred to the Attorney General for suit or collection; and " (3) expend funds made available for purposes of this part— " (A) for p r i n t i n g and binding, in accordance with applicable law and regulation; and " (B) without regard to any other law or regulation, for rent of buildings and space in buildings and for repair, alteration, and improvement of buildings and space in buildings rented by the Secretary, except that the Secretary shall not utilize the authority contained in this subparagraph— " (i) except when necessary to obtain an item, service, or facility, which is required in the proper administration of this part, and which otherwise could not be obtained, or could not be obtained in the quantity or quality needed, or at the time, in the form or under the conditions in which it is needed; and " ( i i) prior to having given written notification to the Administrator of General Services (if the exercise of such
