For an additional amount for "Energy, Science and Defense Activities Plant and Capital Equipment", $23,500,000, to remain available until expended. FEDERAL ENERGY REGULATORY COMMISSION

For an additional amount for the "Federal Energy Regulatory Commission", $2,700,000, to remain available until expended: Provided, That none of these funds or any other funds available to the Commission shall be used to pay the expenses of, or otherwise compensate, parties intervening in regulatory or adjudicatory proceedings. For additional advances to the "Lower Colorado River Basin Development Fund", for the construction, operation, and maintenance of projects authorized, $20,000,000, to remain available until expended, of which $5,000,000 is to be derived by transfer from appropriations available for "Construction and Rehabilitation" and $15,000,000 is to be derived by transfer from amounts appropriated for liquidation of contract authority under section 303(b) of the 1968 Colorado River Basin Project Act (82 Stat. 894). 43 USC 1523.
