"APPROPRIATE TECHNOLOGY WEEK"— PROCLAMATION

Whereas April 27 through May 1 has been designated as "Appropriate Technology Week" throughout the United States; and Whereas appropriate technology is energy saving, anti-inflationary, labor intensive, decentralized, easily maintained, environmentally sound, capital saving, and fosters free enterprise and competition; and Whereas the American people, industry, and labor should be made aware of the realization and potential of appropriate technologies; and Whereas Federal, State, and local governments should promote and encourage further development, refinement, and deployment of appropriate technologies; and Whereas the realization and the promise of appropriate technology will be observed and celebrated on the Washington Mall from April 27 through May 1, 1979, through the ACT '79 Fair/Conference: Now, therefore, be it Resolved by the Senate (the House of Representatives concurring), That the 27th of April through the 1st of May 1979, be proclaimed "Appropriate Technology Week", and that the people and the representatives of government, industry, and labor in the United States be urged to participate in the programs, discussions, demonstration, celebrations, and other activities to mark the week. That there shall be reprinted for the use of the Senate Committee on Panting of the Budget one thousand copies of its report to accompany Senate ^°Concurrent Resolution 80, Ninety-fifth Congress, second session, entitled "First Concurrent Resolution on the Bu(teet—Fiscal Year 1979" (S. NATIONAL SYMPHONY ORCHESTRA CONCERTS ON THE CAPITOL GROUNDS Whereas the National Symphony Orchestra has expressed a desire to perform free concerts on the United States Capitol Grounds for the entertainment of the citizenry of our Nation; and Whereas these performances would be similar to those presently given by the service bands under authority of 40 U.S.C. 1931: Now, therefore, be it
