THE PANAMA CANAL CANAL ZONE GOVERNMENT OPERATING EXPENSES
For an additional amount for "Operating expenses", $4,934,000, of which $1,703,000 shall be excluded from the net cost of Canal Zone Government for the purposes of section 62, title 2, Canal Zone Code. PANAMA CANAL COMPANY LIMITATION ON GENERAL AND ADMINISTRATIVE EXPENSES

For necessary administrative expenses of the National Alcohol Fuels Commission, $1,500,000, to remain available until expended. GENERAL PROVISIONS None of the funds provided in this Act shall be available for the implementation or execution of programs the obligations for which are in excess of $60,000,000 in fiscal year 1979 for the "Offshore Oil Pollution Compensation Fund". The authority of the Secretary of the Treasury to carry out the provisions of title III of the Outer Continental Shelf Lands Act Amendments of 1978 (Public Law 95-372) is hereby made effective without fiscal year limitation.
