For necessary administrative expenses of the National Alcohol Fuels Commission, $1,500,000, to remain available until expended. GENERAL PROVISIONS None of the funds provided in this Act shall be available for the implementation or execution of programs the obligations for which are in excess of $60,000,000 in fiscal year 1979 for the "Offshore Oil Pollution Compensation Fund". The authority of the Secretary of the Treasury to carry out the provisions of title III of the Outer Continental Shelf Lands Act Amendments of 1978 (Public Law 95-372) is hereby made effective without fiscal year limitation.
