(c) Section 223(f) of such Act is amended— (1) by striking out everything after "not" in the first sentence through "exceeds" in the second sentence and inserting in lieu thereof "exceed"; and (2) by striking out "such Department" and inserting in lieu thereof "the Department of Housing and Urban Development". (d) Section 223(j) of such Act is amended— (1) in the first sentence, by striking out "(1)" and all that follows through "(3)" and inserting in lieu thereof "are coordinated with and complementary to any development assistance being furnished under chapter 1 of this part and which"; and (2) by striking out the last sentence and inserting in lieu thereof the following: "Of the total amount of housing guaranties authorized to be issued under section 222 through September 30, 1982, not less than a face amount of $25,000,000 shall be issued for projects in Israel and not less than a face amount of $25,000,000 shall be issued for projects in Egypt.". SEC. 113. Section 297 of the Foreign Assistance Act of 1961 is amended— (1) in subsection (a)(3) by inserting ", in the developing countries themselves to the maximum extent practicable," immediately after "university research"; and (2) by amending subsection (c) to read as follows: "(c) To the maximum extent practicable, activities under this section shall— "(1) be directly related to the food and agricultural needs of developing countries; "(2) be carried out within the developing countries; "(3) be adapted to local circumstances; "(4) provide for the most effective interrelationship between research, education, and extension in promoting agricultural development in developing countries; and "(5) emphasize the improvement of local systems for delivering the best available knowledge to the small farmers of such countries.". SEC. 114. (a) Section 302(a)(1) of the Foreign Assistance Act of 1961 is amended to read as follows: "(a)(1) There are authorized to be appropriated to the President for grants to carry out the purposes of this chapter, in addition to funds available under any other Acts for such purposes, $267,280,000 for the fiscal year 1980, of which not to exceed $52,000,000 shall be available for voluntary contributions to the United Nations Relief and Works
