For an additional amount for "Disaster relief, $870,000,000, to remain available until expended. Section 401 of the Department of Housing and Urban Development—Independent Agencies Appropriation Act, 1980, is amended by adding after the second semicolon in the first proviso, the following: "to travel performed in connection with major disasters or emergencies declared or determined by the President under the provisions of the Disaster Relief Act of 1974: Provided, however. That the President is authorized, from funds appropriated to the President, to provide relocation for the families residing within the boundaries defined in the emergency declared by the President on May 21, 1980, at the Love Canal, in the State of New York: Provided further. That the Federal share shall not exceed 75 percent of the cost of such relocation. This shall not include the construction of any permanent housing.". EMERGENCY PLANNING, PREPAREDNESS AND MOBIUZATION

For an additional amount for "Emergency planning, preparedness and mobilization", $1,900,000. The limitation on travel expenses in the current fiscal year for "Emergency planning, preparedness, and mobilization" is increased by $812,000.
