other expenditures, including expenditures for personal and other services, as may be necessary to carry out the purposes of section 7 of this Act. SEC. 10. Any contract entered into pursuant to this Act or pursuant to any amendment made by this Act shall be effective only to such extent and in such amounts as may be provided in advance in an appropriation Act.
