An Act To amend the Earthquake Hazards Reduction Act of 1977 and the Federal Fire Prevention and Control Act of 1974 to authorize the appropriation of funds to the Director of the Federal Emergency Management Agency to carry out the earthquake hazards reduction programs and the fire prevention and control program, and for other purposes.

Be it enacted by the Senate and House of Representatives of the Earthquake United States of America in Congress assembled, TITLE I—EARTHQUAKE HAZARDS REDUCTION PROGRAM SEC. 101. (a) Section 7(a) of the Earthquake Hazards Reduction Act of 1977 is amended by adding at the end thereof the following new paragraph: "(3) There are authorized to be appropriated to the Director for the fiscal year ending September 30, 1982, $2,000,000 to carry out the provisions of sections 5 and 6 of this Act.". 0?) Section 1(h) of such Act is amended by striking out "and" after "1980;", and by inserting "; and $34,425,000 for the fiscal year ending September 30, 1982" before the period at the end thereof. (c) Section 7(c) of such Act is amended by striking out "and" after "1980;", and by inserting "; and $27,150,000 for the fiscal year ending September 30, 1982" before the period at the end thereof. (d) Section 7(d) of such Act is amended by inserting "; and $425,000 for the fiscal year ending September 30, 1982" before the period at the end thereof (e) Section 7 of such Act is further amended by adding at the end thereof the following new subsection: "(e) FUNDS FOR CERTAIN REQUIRED ADJUSTMENTS.—For the fiscal year ending September 30, 1982, there are authorized to be appropriated such further sums as may be necessary for adjustments required by law in salaries, pay, retirement, and employee benefits incurred in the conduct of activities for which funds are authorized by the preceding provisions of this section.".

TITLE II—FIRE PREVENTION AND CONTROL SEC. 201. Section 17 of the Federal Fire Prevention and Control Act of 1974 is amended by adding at the end thereof the following: 15 USC 2216. "(d) Except as otherwise specifically provided with respect to the payment of claims under section 11 of this Act, to carry out the 1^ USC 2210. purposes of this Act, there are authorized to be appropriated— "(1) $20,815,000 for the fiscal year ending September 30, 1982, and $23,312,800 for the fiscal year ending September 30, 1983, which amount shall include— "(A) such sums as may be necessary for the support of research and development at the Fire Research Center of the National Bureau of Standards under section 18 of this Act, 15 USC 278f.
