For payment of obligations incurred in carrying out the provisions of 23 U.S.C. 148, $21,000,000, to remain available until expended, of which $18,900,000 shall be derived from the Highway Trust Fund. FEDERAL-AID HIGHWAYS (LIQUIDATION OF CONTRACT AUTHORIZATION) (TRUST FUND)

For carrying out the provisions of title 23, United States dkxle, which are attributable to Federal-aid highways, not otherwise provided, including reimbursements for sums expended pursuant to the provisions of 23 U.S.C. 308, $8,000,000,000, or so much thereof as may be available in and derived from the Highway Trust Fund, to remain available until expended. INTERSTATE TRANSFER GRANTS—HIGHWAYS

For necessary expenses to carry out the provisions of 23 U.S.C. 103(e)(4) related to highway projects, $325,000,000, to remain available until expended. RIGHTOF-WAY REVOLVING FUND (LIQUTOATION OF CONTRACT AUTHORIZATION) (TRUST FUND)

For payment of obligations incurred in carrying out the provisions 23 USC 108. of 28 U.S.C. 108(C), as authorized by section 7(c) of the Federal-Aid 23 USC 108 note. Highway Act of 1968, $25,000,000, to be derived from the Highway Trust Fund as necessary. NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION OPERATIONS AND RESEARCH

For expenses necessary to discharge the functions of the Secretary with respect to traffic and highway safety and functions under the Motor Vehicle Information and Cost Savings Act (Public Law 92-513, as amended), $81,900,000, of which $24,785,000 shall be derived from the Highway Trust Fund: Provided, That not to exceed $39,664,700 shall remain available until expended, of which $12,512,000 shall b e derived from the Highway Trust Fund: Provided further, That, of the funds appropriated under this heading $6,000,000 shall b e available only for activities a t the Transportation Systems Center: Provided further. That of the funds appropriated under this heading, $1,000,000 and sixteen permanent positions shall b e available only for the operation of the National Driver Register.
