SEC. 1194. (a) The Department of Transportation Act is amended by inserting at the end thereof the following new section: " AUTHORIZATION OP APPROPRIATIONS

"SEC. 17. There are authorized to be appropriated— "(I)(A) for necessary expenses of the Secretary of Transportation, including not to exceed $27,000 for allocation within the Department of official reception and representation expenses as the Secretary may determine, not to exceed $35,193,204 per fisceil year for each of the fiscal years ending September 30, 1982, September 30, 1983, and September 30, 1984; and (B) for necessary expenses for conducting transportation planning, research, and development activities, including the collection of national transportation statistics to remain available until expended, $10,486,615 per fiscal year for each of the fiscal years ending September 30, 1982, September 30, 1983, and September 30, 1984; (2) for necessary expenses for railroad research and development, not to exceed $40,000,000 for the fiscal year ending September 30, 1982, to remain available until expended; and "(3) for necessary expenses of the Minority Business Resource Center not otherwise provided for, not to exceed $10,000,000 for each of the fiscal years ending September 30, 1982, September 30, 1983, and September 30, 1984. The Secret£uy may not utilize any appropriated funds for the Office of the Secretary other than those which are authorized for that purpose by this section.".
