SEC. 166. Notwithstanding any other provision of law, an additional amount of $2,000,000 shall be available to the Secretary of Labor to enter into a contractual or other agreement to support social science and historical studies of international labor issues. SEC. 167. Notwithstanding any other provision of this joint resolution, there is appropriated to the Department of the Interior $3,000,000 for National Park Service Construction.
