Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Departments of Commerce, Justice, and State, the Judiciary, and related agencies for the fiscal year ending September 30, 1984, and for other purposes, namely: TITLE I—DEPARTMENT OF COMMERCE AND RELATED AGENCIES DEPARTMENT OF COMMERCE GENERAL ADMINISTRATION Nov. 28, 1983 [H.R. 3222] Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1984. Department of Commerce and Related Agencies Appropriation Act, 1984. SALARIES AND EXPENSES For expenses necessary for the general administration of the Department of Commerce, including not to exceed $2,000 for official entertainment, $32,868,000. SPECIAL FOREIGN CURRENCY PROGRAM For payments in foreign currencies which the Treasury Depart- ment determines to be excess to the normal requirements of the United States, for necessary expenses for the promotion of foreign commerce and for scientific and technological research and develop- ment, as authorized by law, $693,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations to the Department of Commerce, for payments in the foregoing currencies. BUREAU OF THE CENSUS SALARIES AND EXPENSES For expenses necessary for collecting, compiling, analyzing, pre- paring, and publishing statistics, provided for by law, $77,507,000. PERIODIC CENSUSES AND PROGRAMS For expenses necessary to collect and publish statistics for peri- odic censuses and programs provided for by law, $78,220,000, to remain available until expended. None of the funds made available to the Bureau of the Census under this Act may be expended for prosecution of any person for the failure to return 1978 Agricultural
