PUBLIC LAW 98-181—NOV. 30, 1983 97 STAT. 1153 Public Law 98-181 98th Congress An Act Making supplemental appropriations for the fiscal year ending September 30, 1984, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, to provide supplemental appropriations for the fiscal year ending September 30, 1984, and for other purposes, namely: TITLE I CHAPTER I DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HOUSING FOR THE ELDERLY OR HANDICAPPED FUND Title I of the Department of Housing and Urban Development- Independent Agencies Appropriation Act, 1984 (Public Law 98-45), is amended by inserting before the period at the end of the para- graph under the heading "Housing for the elderly or handicapped fund" (97 Stat. 219, 220) the following: ": Provided further, That notwithstanding section 202(a)(3) of the Housing Act of 1959, loans made in tiscal year 1984 shall bear an interest rate which does not exceed 9.25 per centum, including the allowance adequate in the judgment of the Secretary to cover administrative costs and prob- able losses under the program". EXECUTIVE OFFICE OF THE PRESIDENT COUNCIL ON ENVIRONMENTAL QUALITY AND OFFICE OF ENVIRONMENTAL QUALITY For an additional amount for the "(Douncil on Environmental Quality and Office of Environmental Quality", $600,000 to conduct a study to consider and define a National Center for Water Resources Research, and a study to define and plan a National Clearinghouse for Water Resources Information. FEDERAL EMERGENCY MANAGEMENT AGENCY SALARIES AND EXPENSES The limitation on spending for official reception and representa- tion allowance for fiscal year 1984 contained in the "Salaries and expenses" appropriation for the Federal Emergency Management Agency in the Department of Housing and Urban Development- Nov. 30, 1983 [H.R. 3959] Supplemental Appropriations Act, 1984.
