PUBLIC LAW 98-78—AUG. 15, 1983 97 STAT. 469 tation expenses of the Board; operation of guide services; residence for the administrator; disbursements by the administrator for em- ployee and community projects; not to exceed $25,000 for official reception and representation expenses of the Administrator; and to employ services as authorized by law (5 U.S.C. 3109); maintaining, improving, and altering facilities of other United States Govern- ment agencies in the Republic of Panama and facilities of the Government of the Republic of Panama for Panama Canal Commis- sion use; and for payment of liabilities of the Panama Canal Com- pany and Canal Zone Government that were pending on September 30, 1979, or that have accrued thereafter, including accounts pay- able for capital projects, $409,662,000, to be derived from the Panama Canal Commission Fund: Provided, That there may be credited to this appropriation, funds received from the Panama Canal Commission s capital outlays account for expenses incurred for supplies and services provided for capital projects and funds received from officers and employees of the Commission and/or commercial insurors of Commission employees for payment to other United States Government agencies for expenditures made for serv- ices provided to Commission employees and their dependents by such other agencies. CAPITAL OUTLAY For acquisition, construction, replacement, and improvements of facilities, structures, and equipment required by the Panama Canal Commission, including the purchase of not to exceed forty-six pas- senger motor vehicles of which twenty-one are for replacement only; to employ services authorized by law (5 U.S.C. 3109); for payment of liabilities of the Panama Canal Company and Canal Zone Govern- ment that were pending on September 30, 1979, or that have accrued thereafter; to improve facilities of other United States Government Agencies in the Republic of Panama and facilities of the Govern- ment of the Republic of Panama for Panama Canal Commission use, $29,438,000, to be derived from the Panama Canal Commission Fund and to remain available until expended. UNITED STATES RAILWAY ASSOCIATION ADMINISTRATIVE EXPENSES (INCLUDING TRANSFER OF FUNDS) For necessary administrative expenses to enable the United States Railway Association to carry out its functions under the Regional Rail Reorganization Act of 1973, as amended, to remain 45 USC 701 notes. available until expended, $2,500,000, of which $400,000 shall be derived by transfer from the unobligated balances of "Payments for purchase of Conrail securities" and of which not to exceed $500 may be available for official reception and representation expenses.
