SEC. 206. Section 2011(1) is amended to read as follows: "(1) The term 'special disabled veteran' means— "(A) a veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Veterans' Administration for a disability (i) rated at 30 percent or more, or (ii) rated at 10 or 20 percent in the case of a veteran who has been determined under section 1506 of this title to have a serious employment handicap; or "(B) a person who was discharged or released from active duty because of service-connected disability.".

PAYMENTS FOR FIDUCIARY SERVICES
SEC. 207. (a) Section 3202(a) is amended— 38 USC 3202. (1) by inserting "(1)" after "(a)"; and (2) by adding at the end the following new paragraph: "(2) In a case in which the Administrator determines that a commission is necessary in order to obtain the services of a fiduciary in the best interests of a beneficiary, the Administrator may authorize a fiduciary appointed by the Veterans' Administration to obtain from the beneficiary's estate a reasonable commission for fiduciary services rendered, but the commission for any year may not exceed 4 percent of the monetary benefits under laws administered by the Veterans' Administration paid on behalf of the beneficiary to the fiduciary during such year. A commission may not be authorized for a fiduciary who receives any other form of remuneration or payment in connection with rendering fiduciary services on behalf of the beneficiary.". ,^ (b)(1) The heading for section 3202 is amended to read as follows: "§ 3202. Payments to and supervision of nduciaries". (2) The item relating to such section in the table of sections at the beginning of chapter 55 is amended to read as follows: "3202.
