EMPLOYMENT EMPHASIS UNDER FEDERAL CONTRACTS FOR VETERANS WITH SERIOUS EMPLOYMENT HANDICAPS

SEC. 206. Section 2011(1) is amended to read as follows: "(1) The term 'special disabled veteran' means— "(A) a veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Veterans' Administration for a disability (i) rated at 30 percent or more, or (ii) rated at 10 or 20 percent in the case of a veteran who has been determined under section 1506 of this title to have a serious employment handicap; or "(B) a person who was discharged or released from active duty because of service-connected disability.".

PAYMENTS FOR FIDUCIARY SERVICES

SEC. 207. (a) Section 3202(a) is amended— 38 USC 3202. (1) by inserting "(1)" after "(a)"; and (2) by adding at the end the following new paragraph: "(2) In a case in which the Administrator determines that a commission is necessary in order to obtain the services of a fiduciary in the best interests of a beneficiary, the Administrator may authorize a fiduciary appointed by the Veterans' Administration to obtain from the beneficiary's estate a reasonable commission for fiduciary services rendered, but the commission for any year may not exceed 4 percent of the monetary benefits under laws administered by the Veterans' Administration paid on behalf of the beneficiary to the fiduciary during such year. A commission may not be authorized for a fiduciary who receives any other form of remuneration or payment in connection with rendering fiduciary services on behalf of the beneficiary.". ,^ (b)(1) The heading for section 3202 is amended to read as follows: "§ 3202. Payments to and supervision of nduciaries". (2) The item relating to such section in the table of sections at the beginning of chapter 55 is amended to read as follows: "3202. SEC. 208. (a) Section 4001(a) is amended by striking out "(not more 38 USC 400i. than fifty)" and inserting in lieu thereof "(not more than 65)". (b) Section 4001 is amended by adding at the end the following new subsection:
