"STATE PLANNING GRANTS

"SEC. 1910A. (a) The Secretary may make grants to assist States 42 USC 300w-l0. to— "(1) develop long range plans to achieve the goals, objectives, and priorities established by the Secretary pursuant to title XVII; "(2) identify particular needs within States for services and activities that may be conducted with payments made under allotments under section 1902; and "(3) determine the progress of States in achieving the goals, objectives, and priorities described in paragraph (1) and, to the extent feasible, use scientifically valid measures to make such determinations. Section 1001 (42 U.S.C. 300) is amended by redesignating subsection (c) as subsection (d) and by inserting after subsection (b) the following new subsection: "(c) The Secretary, at the request of a recipient of a grant under subsection (a), may reduce the amount of such grant by the fair market value of any supplies or equipment furnished the grant recipient by the Secretary. The amount by which any such grant is so reduced shall be available for payment by the Secretary of the costs incurred in furnishing the supplies or equipment on which the reduction of such grant is based. Such amount shall be deemed as part of the grant and shall be deemed to have been paid to the grant recipient.". Approved October 30, 1984.
