For an additional amount for "Salaries and Expenses, United States Attorneys and Marshals", $12,103,000, and in addition $3,000,000 to be derived by transfer from the "Working Capital Fund", both amounts to remain available until September 30, 1986. In Public Law 98-411 delete the appropriation language under the heading "Support of United States Prisoners" and substitute the following: For support of United States prisoners in non-Federal institutions, $53,240,000; and in addition, $10,000,000 shall be available under the Cooperative Agreement Program for the purposes of renovating, constructing, and equipping State and local correctional facilities: Provided, That amounts made available for constructing any local correctional facility shall not exceed the cost of constructing space for the average Federal prisoner population to be housed in the facility, or in other facilities in the same correctional system, as projected by the Attorney General: Provided further.
