(4) Section 312b(c) is amended by striking out "make an annual report to the House and Senate Armed Services Committees" and inserting in lieu thereof "submit to the Committees on Armed Services of the Senate and House of Representatives an annual report". (5) Section 402(b) is amended by inserting "or as otherwise prescribed by law" before the period at the end of the fourth sentence. (6) Section 403(a) is amended by inserting "or as otherwise prescribed by law" after "of this title". (7) The table of sections at the beginning of chapter 7 is amended— (A) by striking out the semicolon in the item relating to section 404 and inserting in lieu thereof a colon; (B) by striking out the item relating to section 405a and inserting in lieu thereof the following: "405a. Travel and transportation allowances: departure allowances.";
