PUBLIC LAW 99-158-NOV. 20, 1985 "(g) The advisory council may prepare, for inclusion in the biennial report made under section 481, (1) comments respecting the activities of the advisory council in the fiscal years respecting which the report is prepared, (2) comments on the progress of the Division of Research Resources in meeting its objectives, and (3) recommendations respecting the future directions and program and policy emphasis of the Division. The advisory council may prepare such additional reports as it may determine appropriate. "(h) This section does not terminate the membership of the advisory council for the Division of Research Resources which was in existence on the date of enactment of the Health Research Extension Act of 1985. After such date— "(1) the Secretary shall make appointments to such advisory council in such a manner as to bring about as soon as practicable the composition for such council prescribed by this section; "(2) the advisory council shall organize itself in accordance with this section and exercise the functions prescribed by this section; and "(3) the Director of the Division of Research Resources shall perform for such advisory council the functions prescribed by this section. "SEC. 481. The Director of the Division of Research Resources, after consultation with the advisory council for the Division, shall prepare for inclusion in the biennial report made under section 403 a biennial report which shall consist of a description of the activities of the Division and program policies of the Director of the Division in the fiscal years respecting which the report is prepared. The Director of the Division may prepare such additional reports as the Director determines appropriate. The Director of the Division shall provide the advisory council of the Division an opportunity for the submission of the written comments referred to in section 480(g). "Subpart 2—John E. Fellowships.

"SEC. 482. The general purpose of the John E. Fogarty International Center for Advanced Study in the Health Sciences is to— "(1) facilitate the assembly of scientists and others in the biomedical, behavioral, and related fields for discussion, study, and research relating to the development of health science internationaly; "(2) provide research programs, conferences, and seminars to further international cooperation and collaboration in the life sciences; "(3) provide postdoctorate fellowships for research training in the United States and abroad and promote exchanges of senior scientists between the United States and other countries; "(4) coordinate the activities of the National Institutes of Health concerned with the health sciences internationaly; and "(5) receive foreign visitors to the National Institutes of Health.
