Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the joint resolution of November 14, 1985 (Public Law 99-154) is hereby amended by striking out "December 12, 1985" and inserting in lieu thereof "six o'clock post meridiem, eastern standard time, December 16, 1985". Approved December 13, 1985.
