In accordance with the Decision of the Fifth Session of the Thirteenth National People's Congress on the Number of Deputies to the Fourteenth National People's Congress and the Election of the Deputies, the plan for the consultative election for deputies of Taiwan Province to the Fourteenth National People's Congress is formulated as follows:

1. As provisionally decided, 13 deputies representing Taiwan Province shall be elected at a conference for consultative election attended by representatives of Taiwan compatriots in provinces, autonomous regions, municipalities directly under the Central Government, central Party and government organs, Chinese People's Liberation Army, and Chinese People's Armed Police Force. In accordance with the Electoral Law, the voting shall be carried out using secret ballots, and the number of deputy candidates shall be greater than the number of deputies to be elected.

2. There shall be 126 attendees of the conference for consultative election, the list of whom shall be determined through consultation among Taiwan compatriots in provinces, autonomous regions, municipalities directly under the Central Government, central Party and government organs, Chinese People's Liberation Army, and Chinese People's Armed Police Force. The said list shall be determined no later than the end of December, 2022.

3. The conference for consultative election shall be convened in Beijing in January 2023.

4. The conference for consultative election shall reflect democracy. In deliberation on the deputy candidates, consideration shall be given to representation of people in all fields of endeavor, and proper attention shall be paid to candidates from among the middle-aged, the youth, women, and the ethnic minority groups.

5. The conference for consultative election shall be convoked by a convocator appointed by the Council of Chairpersons of the Standing Committee of the National People's Congress.
