Places a frame around text

can be interchanged with the positional parameter as required
Start and end versionEdit
Where the frame wraps over multiple pages in the Page: namespace, the alternate {{frame/s}} and {{frame/e}} should be used.

- color: border outline colour (default #99B)
- width: border width (default 2px)
- padding: border padding (default 5px top and bottom, 15px left and right)
