Hill, Sir Rowland k.c.b., created D.C.L. 8 June, 1864, originator of 'the penny postage' in 1840, chairman of the Brighton railway "when he originated excursion and express trains," chief secretary post-office 1854-60, K.C.B. 1860 (son of Thomas Wright Hill, a schoolmaster of Birmingham) died 27 Aug., 1879, buried in Westminster Abbey.
