Amends Executive Order 209, March 20, 1903. Restored a provision which was contained in the civil service rules from May 27, 1889, to April 15, 1903.

Rule X is hereby amended by the addition of a paragraph to be numbered 11, to read as follows:

Any person who has served for at least two years in the office of the President of the United States may be transferred to a competitive classified position upon such tests of fitness as the Commission may deem proper.
