In pursuance of the authority conferred upon the President of the United States by Section 2 of the Act of August 18, 1914, entitled ‘‘An Act to provide for the admission of foreign-built ships to American registry for the foreign trade, and for other purposes,’’ it is hereby ordered:


That the provisions of section 4488 of the Revised Statutes, as amended by section 14 of the Act of March 4, 1915, entitled ‘‘An Act to promote the welfare of American seamen in the merchant marine of the United States; to abolish arrest and imprisonment as a penalty for desertion and to secure the abrogation of treaty provisions in relation thereto; and to promote safety at sea,’’ are hereby suspended for a period ending September 30, 1916.
